The rule of law is the principle that all people and institutions are subject to and accountable to the law. No one is above the law.

To this end, Uganda has distinct laws to regulate the use of force and firearms by law enforcers. Nothing in the law justifies the use of greater force than is reasonable or necessary.

However, before and during this COVID-19 period; there have been so many reports about Police brutality. A fair number of civilians (many unarmed) have lost lives or been seriously injured for violating rules put in place to curb the spread of the pandemic.

The State should ensure prosecution of law enforcement officers who use disproportionate force against civilians; and continue to train law enforcement agents to apply the law fairly, and uphold the rule of law.

Rule of law presupposes an influence of law over a given society. The law would offer some restraints to the liberties and freedoms of individuals and institutions.

In order to have rule of law in Uganda, we need an organized economic, social and political systems. Unfortunately this is not the case.

LDU personnel as a force under the command of the UPDF was not in my view established for proper motive, just like many other groups that have been formed like the crime preventes to deal with the opposition and suppress rights of those whom they consider to hold divergent views.

Rule of law or rule by the law in uganda has unfortunately been applied selectively. I.e it is illegal and it would contravene the COVID 19 guidelines if an opposition MP supplied food to the public rather than when it is a person from the yellows.

I also believe that the training of those holding fire arms especially the LDUs was inadequate and made in haste. It does not surprise therefore that they shoot innocent ugandans whom they as the "judges and juries" consider to be on the wrong side of the law. Case in point is that of the kasese innocent man who was shoot dead in cold blood for riding along with his wife to the garden.

Corruption which has eaten up the fabric of our institutions which would have been at the forefront of ensuring the enjoyment of freedom and maintaining law and order, has greatly contributed to lawlessness on our communities. Some security agencies protect criminals who are committing these haneous crimes. Case in point are those on civilian uniforms who move around under the protection of police beating innocent ugandans.
